When trying to open a file but it is assigned to a particular program from Windows XP introduced a feature (in my opinion Inconvenient and unnecessary) that uses a web service for groped to find the right program for the opening and the window reads:
To open the file to indicate which program was created. And 'possible to automatically search the web or manually select the program from a list on your computer.
